EDMONTON – Electric utilities across Alberta say they’ve instituted rotating blackouts to deal with increased demand caused by high temperatures.

Tim LeRiche, a spokesman Epcor Power, which provides electricity for Edmonton, says the agency that oversees electricity distribution in the province has issued a directive for utilities to reduce consumption.

LeRiche says the blackouts in Edmonton have already started. He says each blackout will last about an hour, and he has no idea how long they’ll continue.

Calgary and Lethbridge have also instituted rolling blackouts.

A news release issued by the agency on Monday afternoon urged Albertans to conserve power, and said that there is difficulty dealing with enough power to supply the grid.

“Higher than average temperatures have pushed the demand for electricity in Alberta to record highs and some generation is unable to supply energy to the grid,” the news release states.

“The hot and humid weather has increased demand for electricity primarily due to the higher use of air conditioning and irrigation systems.”

The release does not mention blackouts. It says people should continue to reduce power consumption until 6 p.m. Monday.

Calgary-based utility company Enmax says it's not responsible for notifiying the public about power blackouts.

There was no prior notice on Monday when Alberta was hit by rolling blackouts after six power generators went down.

In Edmonton and Calgary, Epcor and Enmax provided no notice of which areas were to be blacked out or who would be next.

Enmax spokesman Ian Todd says public notifications are left up to the Alberta Electric System Operator (AESO).

"They are the ones that are monitoring the power demand," he said. "They're like an air traffic controller so there is one voice communicating a consistent message. It's best that comes from the AESO."

But the operator of Alberta's electricity grid rejects criticism that it should have let people know when and where power was cut earlier this week.

The Alberta Electric System Operator told utilities to drop 200 megawatts of power, resulting in rolling blackouts.

Doug Simpson, who speaks for the operator, says it's actually up to the local utilities to decide how to implement the power cuts.

"Notification would be up to the wire owner, the ones doing the reduction in demand, they would be expected to manage their notifications as well," he said.

Epcor says there wasn't time to communicate where the blackouts were happening.

But in Lethbridge, the city kept citizens informed with regular updates as the blackouts moved around the southern Alberta community.

    • アンシラリーサービス指令が発令され、補助及び瞬動予備力で供給力を増やし、固定負荷は予備力に依存するようになる
    • 隣接の系統運用機関管轄区域からの緊急電力融通を要請
    • 法規制レベルの予備力は維持

  • Energy Emergency Alert 3
    • Alert 1とAlert 2のステップに該当
    • 最低予備力規制維持のため、一部顧客への供給を一時中止。AESO指令を受けた配電会社は輪番停電区域を設定

  • Energy Emergency Alert 0
    • エネルギー緊急警報の解除
    • エネルギー供給は予備力規制を満たすに十分


Calgaryheraldの2012年7月12日付の報道によれば、7月9日のアルバータ州の停電は次のように進行した。

13:37 AESOはレベル1発令。しかし、気温上昇とともに需要増大

事態の進展はあまりに速く、輪番停電の事前通告は無理だったもよう。

Calgaryheraldの2012年7月12日付の報道によれば、輪番停電の広報状況は以下の通り:

  • 系統運用機関AESOは15:51に節電要請のプレスリリースを出した。しかし、輪番停電については翌7月10日朝のプレスリリースに記載。
  • Epcorは輪番停電を14:45にツィート。ただし、輪番停電継続時間については広報していない。
  • Epcorから分離したCapital Powerは、インサイダー取引防止のため輪番停電継続時間を広報しない。


輪番停電は相場操縦の陰謀の結果ではない


Paula Simonsによれば、この輪番停電が、相場操縦のための意図的な発電機の停止によるものとは考えにくい。
It’s easy to understand why many politicians, consumer advocates and other people are suspicious about Monday’s extraordinary rolling blackouts, triggered when five major power plants went off-line during the heat wave, sending power prices skyrocketing to the maximum ceiling price, $1,000 per megawatt-hour.

That several plants would shut down at a time of peak demand does seem fishy, especially when the Alberta Electrical System Operator (AESO) refuses to reveal why they failed.

Records provided Wednesday by AESO and Capital Power show power prices began to climb sharply because of record temperatures and record power use, well before three of the power plants in question broke down.

The price was already at $597.53 per megawatt-hour at noon before Atco’s 385-megawatt Battle River 5 generator failed just after 1 p.m.

The price hit $999.99 before Capital Power’s 400-megawatt Genesee 2 plant went down.

ただ、いずれにせよ、事前通告なき輪番停電という事態に対する、人々の怒りを収拾する必要がある。当面は、事実調査になりそうだが。

供給力増強のために価格上限撤廃すべきという主張


アルバータ州の自由化が不完全であり、価格上限($1000/MWh)を設定していることが問題の原因だという主張がある。
But excessive regulations and a series of price controls have prevented a lot of development from taking place. The province also failed to fully deregulate the retail market - leaving the existing monopolies in place, and preventing competition, which would have resulted in lower prices.

To make matters worse, the government instituted a price cap of $1,000 per megawatthour (MWh). And as economic theory tells us, when governments prevent the price of goods and services from reaching the market equilibrium, shortages are created.

Last year, the Alberta Electric System Operator commissioned a report that recommended raising the cap to $3,000. If the price were able to rise high enough, large-scale industrial consumers would be more likely to decrease their power usage during peak times, which would help prevent blackouts, such as the one that occurred on Monday

If it were allowed to rise, industries that consume lots of power may have curtailed their power usage to avoid the high prices, which could have prevented the blackouts.

もちろん、供給不足時に価格上限引き上げなどによる価格上昇誘導が効果的かどうかは、はっきりしない。Brattle Groupが作成した、テキサス州系統運用機関ERCOTの投資インセンテイブ報告 は、価格上限引き上げもオプションとして挙げているが、そこはかとなくPJMの容量市場創設に誘導する記述をしている(実際、PJMは販売サイドに供給力確保義務を課し、その供給力を容量市場で調達させることで、発電会社に投資を促して、十分な予備力を確保している)。

ただし、需要抑制に卸売上限価格撤廃が効くかどうかは、はっきり言って料金制度依存である。たとえば、2001年に電力自由化が破綻したカリフォルニア州でも、最後は価格上限撤廃した。しかし、卸売価格の上限撤廃しても、小売価格が固定されていたため、需要抑制効果があるわけではなく、電力販売会社を破綻させただけだった。

またアルバータ州でも、平日には時間帯別料金が導入されているが、それは事前に提示された価格表にしたがったもの。一日前市場やリアルタイム市場の卸電力価格を反映したものではない。リアルタイムに近い小売価格の変動(価格上限なし)でもやらないと、需要抑制はむつかしいと思うが。
